House Leaders Plan February Vote on Budget Resolution

They believe they can implement a budget resolution within 45 days

House Republicans are working to mark up a budget resolution – the first step in the reconciliation process – as soon as next month, House Budget Committee Chair Jodey Arrington (R-TX) told Bloomberg this week.

Speaker Mike Johnson (R-LA) is hoping to use the budget reconciliation process to pass one massive bill covering tax cuts, spending cuts, immigration, energy policy and more without Democratic support. Johnson has stated an ambitious goal of passing broad tax legislation by Memorial Day.

"Our goal is to do it very quickly, and potentially as early as the last week in February," Arrington said of the budget resolution. Adopting a budget resolution in both the House and Senate gives policy committees the ability to draft legislation under expedited procedures and without fear of a likely Democratic filibuster in the Senate.

Senate Majority Leader John Thune (R-SD) prefers giving President-elect Donald Trump an early win with a border security and energy bill early this year and turning to tax legislation by the summer. But for now, Trump is backing Johnson's one-bill strategy.
