Senate action would still be needed later this week to keep the government open. Trump, meanwhile, plans to speak to a group of business leaders Tuesday amid his administration’s escalating trade war, which has deepened a sell-off on Wall Street and renewed fears about the stability of the U.S. economy.
Members of the Business Roundtable will be seeking reassurances from Trump about the path forward.
